There’s a bit of wordplay going on here between characters with multiple meanings:

• Between 往 as “towards” and 往 as “consistently” (往下 = “downwards”, 往常 = “continuing on as in the past”)
• Between 下 as “down” and 下 as “next” (往下 = “downwards”, 下一步 = “the next step”)
